Master in Information Technology Management from Tecnológico de Monterrey, campus Santa Fe, where he obtained an Honorable Mention of Excellence in Performance. Bachelor’s Degree in Informatics from the Faculty of Telematics of the Universidad de Colima.
He is currently studying a Ph.D. in Engineering Sciences focused on the Industrial Engineering branch in the area of Competitive Technology Intelligence for Innovation.
He was Chief Information Officer at the former Federal Secretary of Social Development in Mexico, where he was responsible of coordinating the evaluation and performance of information technology projects, conducting studies, diagnoses, as well as proposals for innovation, agreements, and public tender competition. He was involved in planning, coordination, evaluation, and automation of the substantive and administrative processes, contributing to the fulfillment of the institutional objectives through the strategic use of IT.
In the legislative branch, he coordinated the Strategic Information Systems at “Centro de Estudios de Desarrollo Rural Sustentable y la Soberanía Alimentaria” of the H. Chamber of Deputies. He was responsible of coordinating the digital strategy, information systems, the website, the App for mobile devices, the interactive kiosk, and digital communication.
He also collaborated in the National Executive Committee of a political party of national representation, where he promoted information systems and digital strategy. He coordinated the Information Technology area of the Strategy Coordination of the Presidency, being responsible for the integrity of the information, computer systems, Web applications, and Internet pages that corresponded to the digital strategy, adding value to the electoral analysis, innovation, decision making, and digital communication.
